Job summary

US Western Area Power Administration is seeking a Contract Specialist responsible for pre- and post-award functions on complex contracts and interagency agreements to support WAPA's mission.

This position requires FAC-C or DAWIA certification, at least 4 years of contracting experience including specialized experience, and a 4-year degree with relevant coursework.

The role is not remote; located at one of the duty locations; candidates must be physically present.

Job description

As a Contract Specialist, you will be responsible for pre‑and post‑award functions pertaining to highly complex, multidisciplinary supply, service, information technology, construction and Architect‑Engineer contracts, and interagency agreements in support of WAPA's mission.

This is NOT A REMOTE POSITION. For WAPA employees, location is negotiable, limited to their current duty station; all other applicants are restricted to be physically present at one of the duty locations listed.

To qualify for the GS-13:

Applicants MUST meet ALL requirements as described below:

A. BASIC REQUIREMENT:

1. Completion of Training/Certification - FAC-C (Professional) or DAWIA Contracting Professional Certification: Federal Acquisition Contracting-Certification (FAC-C) (Professional) via the Federal Acquisition Institute (FAI), or Defense Acquisition Workforce Improvement Act (DAWIA) via the Defense Acquisition University, current certification is required upon selection and must be maintained by the incumbent.

2. At least 4‑years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience as described in B below.

AND

3. A 4‑year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

- OR - Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.- Waivers are not being considered at this time for any or all of the requirements stated above.

B. SPECIALIZED EXPERIENCE REQUIREMENT:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience for this position is defined as experience in utilizing acquisition‑related techniques and systems to perform procurement analysis to meet ALL the following:

  • Perform the full range of pre- and post award procurement functions for highly complex, sensitive and/or non-routine contracts in any of the following: supply, services, information technology (IT), construction, Architect-Engineer (A&E) contracts, and/or interagency agreement (IAAs).

Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community‑based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
