Job description

This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA). The mission of the District of Columbia government's District Department of Transportation (DDOT) is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment.

The purpose of this position is to serve as Program Manager for the Bridge Program for infrastructure complex multimillion-dollar projects and mega-projects. This position plans, designs, and carries out bridge projects, asset management for bridges, preventive maintenance, development projects, studies, and program operations.

Provides supervision and leadership to a multi-disciplinary team, including civil and structural engineers and technicians who are ensuring compliance with local and federal regulations for DDOT’s bridge projects.

Duties and Responsibilities

Serves as Program Manager for the Project Management Support Division. Reviews, analyzes, and makes recommendations to the supervisor or other appropriate staff, the approval/disapproval of new or revised design policies, practices and procedures. Reviews complex transportation design programs for conformity to the District's established standards, policies and objectives. Monitors and advice the Infrastructure Project Management Teams (IPMTs) to ensure that uniform policies, guidelines, and established standards are followed. Provides expert technical guidance and assistance to the agency, division and others, as appropriate on citywide and regional programs.

Provides guidance to the IPMT regarding the design and management of design and management of design programs and their schedule of construction. Consider factors such as economics, route location, traffic behavior, and vehicle characteristics. Direct and oversees division engineers in the review the work of the IPMTs in terms of technical soundness, quality assurance, completeness and adherence to established standards, policies, objectives, priorities and schedules concerning designs of projects and engineering matters.

Qualification and Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Preferred Experience

Demonstrated experience with project delivery of bridge on mega-projects. Candidate’s experience will include plans, designs, and carries out bridge projects, asset management, preventive maintenance, development projects, studies, and program operations.

Mastery knowledge of professional civil engineering principles, standards, guidelines, codes and regulations used in transportation engineering and construction of bridge infrastructure.

Licenses and Certifications

A Professional Engineer (PE) license is required and must be maintained. All applicants with a РЕ license in a jurisdiction other than the District of Columbia will be required to apply for a District of Columbia PE license within 90 days of hire. Applicants will be required to receive a District of Columbia PE license within 12 months of hire or be terminated.

The incumbent of this position must possess and maintain a valid driver’s license.

Working Conditions / Environment

The work is performed in anormal office setting and in-the-field.

Tour-of- Duty

Varies, Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.

Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation

This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation

This position has been designated as an emergencyemployee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
