Job summary

TRDI is seeking a capable Operations Manager to oversee day-to-day activities at a military facility. You will ensure work aligns with contract requirements, regulatory standards, and budget constraints.

You will coordinate staff, subcontractors, and vendors, and drive process improvements while maintaining safety and security procedures. The role requires OSHA familiarity, strong communication, leadership, and the ability to handle sensitive information.

Qualifications

  • OSHA 30-hour General Industry certification or ability to obtain within 30 days.

Responsibilities

  • Manage day-to-day operations to ensure contractual requirements are met.
  • Ensure compliance with all government regulations and contract terms.
  • Serve as point of contact with Government and decision-maker for contract matters.
  • Budget management and process reviews for efficiency.
  • Schedule personnel, review timecards, and manage inventory.
  • Set employee expectations, provide performance feedback, and implement process improvements.
  • Execute employee performance evaluations via payroll system.
  • Ensure safety practices and provide training on equipment and safety standards.
  • Analyze AbilityOne ratio and manage direct vs. non-disabled hours.
  • Prepare quarterly reports for AbilityOne program and liaise with AbilityOne department.
  • Execute reports, inspections, and logs as required by contract.
  • Provide information for estimates of new/removed work and maintain GFP controls.
  • Maintain OPSEC procedures and a site-specific APP.
  • Other tasks as directed by operations or project management.

Job description

PRIMARY DUTIES AND RESPONSIBILITIES
  • Manage the day-to-day operations effectively and efficiently to ensure the work is performed in accordance with the contract.
  • Responsible and will ensure organizational employees, subcontractors, and vendors comply with all contractual requirements and all government regulations.
  • Point of contact with the Government and shall have the authority to act or make decisions for the organization on all matters pertaining to the contract; except for amending or modifying material aspects (i.e. price, scope of work, etc.).
  • Accountable for managing and maintaining a contract budget and reviewing processes for efficiency.
  • Responsible for scheduling personnel, reviewing and approving timecards, inventory management of supplies, equipment, and vehicles.
  • Sets and guides employee expectations, reviews and counsels, and establish and implement process improvement plans, and ensures adherence of the company policies and procedures.
  • Execute Employee Performance Evaluations through the payroll system within appropriate time frames.
  • Ensures standard work practices are followed for safety and provides training for operating equipment and vehicles, use of supplies, and the requirements of the performance work statement.
  • Responsible for analyzing and maintaining the contract AbilityOne Ratio requirements through the proper work scheduling of direct disabled employee hours vs non-disabled employee hours.
  • Responsible for completion of Limitation & Accommodation Quarterly Reports for each AbilityOne employee.
  • Serve as facilitator for the AbilityOne Program with the AbilityOne department.
  • Execute reports, inspections and logs as required by the contract.
  • Provide field information and specifications to prepare estimates for new work added or deleted to the contract.
  • Maintain Operations Security (OPSEC) standard operations procedure.
  • Maintain Property Control Plan for management of Government Furnished Property (GFP).
  • Maintain a safety and health program that complies with EM 385-1-1 and applicable OSHA, DOD, Armed Forces Branch(s), Federal, state, and local safety, environmental and health requirements.
  • Maintain a site-specific Accident Prevention Plan (APP) in accordance with Appendix A, EM 385-1-1.
  • Other tasks as directed by the operations department or associated project manager.

QUALIFICATIONS AND REQUIREMENTS
  • OSHA 30-hour General Industry course or ability to acquire certification within 30 days of employment.

ORGANIZATIONAL RELATIONSHIPS

This position leads Janitorial Activities and staff within a military facility and directly reports to the Project Manager

EDUCATION, SKILLS AND EXPERIENCE
  • High school education or GED.
  • One (1) year relevant work and leadership experience in a multi-location environment
  • Experience with Labor Unions and regulatory laws
  • Strong ability to organize effectively, delegate responsibility, solve problems quickly and communicate clearly
