Job description

Supervises the daily operations of the Public Transportation Program; supervises, and evaluates assigned staff, completes monthly, quarterly and annual reports performs other duties as assigned.

The hiring salary for this position is $73,985 - $87,984 annually; full salary range for this position is $73,985- $127,400 annually.

  1. Develops, evaluates and maintains routes and schedules for the county transportation programs;
  2. Reviews video surveillance and investigates operational complaints;
  3. Conducts inspections, assesses training needs and schedules for appropriate action;
  4. Oversees new employee onboarding, safety, emergency and passenger assistance techniques and on-going training needs to ensure maximum effectiveness;
  5. Orients staff to department policies and procedures;
  6. Investigates situations and complaints and recommends solutions in collaboration with deputy director;
  7. Coordinates special projects to accomplish department objectives and other tasks requested by the department Deputy Director;
  8. Provides input for the preparation of the annual budget;
  9. Collects, analyzes, and reports statistical data regarding the operation of the department and recommends planning recommendations based upon statistical reporting;
  10. Evaluates and recommends personnel for disciplinary procedures in compliance with the Manual of St. Mary’s County Personnel, Policies and Procedures;
  11. Responds to in-service vehicle breakdowns, incidents, and/or accidents and recommends re-training based on the occurred event;
  12. Supervises the daily operations of specific department operations; plans, implements, and evaluates task specific activities;
  13. Makes recommendations on how to improve STS operations;
  14. Supervises, trains, and evaluates STS staff, enforces department policies, and schedules work tasks;
  15. Prepares and submits monthly and quarterly reports, assist in annual NTD reporting;
  16. Documents any personnel incidents and provides recommended response to Transportation Deputy Director;
  17. Conduct wheelchair securement and vehicle cleanliness checks;
  18. Effectively manage on-time performance and driver availability;
  19. Effectively manage Fixed route operations, customer relations;
  20. Responds to requests for assistance with annual grant application;
  21. Ensures safety technology tools are used and those results are examined, trend data is analyzed, and plans are developed to reduce and then prevent future safety incidents;
  22. Assists with completion of related audits including those conducted by state and federal regulatory agencies;
  23. Ensures that all project training materials are up to date, that necessary supplies are available and that inventories are secured and kept up to date;
  24. Performs other duties as required.
  1. Ability to gain thorough knowledge of St. Mary’s County Government policies and procedures;
  2. Ability to act as a representative of St. Mary’s County Government to the public;
  3. Expert knowledge of department practices and procedures;
  4. Knowledge of relevant Federal, State, and Local regulations relative to the operations of the department;
  5. Ability to effectively communicate with other staff members;
  6. Ability to supervise, schedule, train, and motivate subordinate staff;
  7. Ability to prioritize and multitask;
  8. Ability to use available resources to research information;
  9. Ability to keep accurate records;
  10. Ability to operate relevant computer systems, including hardware and software.
  1. Associates Degree in associated field;
  2. Five years of Supervisory experience of more than 30 employees required;
  3. Five years or more of comprehensive experience in operations management and/or experience in public transportation and/or paratransit environment;
  4. Or equivalent technical training, education, and/or experience.
Additional Requirements:
  1. Position is classified as safety-sensitive and shall be subject to drug and alcohol testing as required under federal regulations;
  2. Must have a CDL driver’s license with a Passenger endorsement or obtain one within the first six (6) months of employment;
  3. Must successfully pass background investigation with favorable results;
  4. Must pass a pre-employment drug test.
Physical and Environmental Conditions:

Work requires no unusual demand for physical effort.

Work may involve risks or discomforts which require special safety precautions, e.g., working around moving parts, constructions sites or machines. Employees may be required to use protective gear such as boots and gloves when around machines.
