The Judicial Council of California is seeking a Supervising Analyst to provide statewide leadership for multidisciplinary education and grant-funded initiatives across the state. Qualifications

Supervising Analyst JO#6734 Supervising Analyst

$8,512.00 - $12,766.00 per Month New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

  • Provide statewide leadership for the development, coordination, and delivery of multidisciplinary juvenile-focused education and training, ensuring high-quality content, consistent statewide engagement, and alignment with Judicial Council priorities.
  • Provide supervisory, project, and program management oversight for unit initiatives, including administration of the Substance Abuse Focus Grant (SAFG), Court Appointed Special Advocate (CASA) funding, Title IV - E activities, and federal Court Improvement Program (CIP) grants, ensuring effective planning, implementation, fiscal stewardship, and compliance with federal, state, and Judicial Council requirements. This includes supervision, direction, and review of staff supporting the Collaborative Justice Courts Advisory Committee to ensure consistent staffing, high - quality deliverables, and alignment with statewide collaborative justice priorities.
  • Oversee unit - wide operational and administrative processes and ensure clear, timely, and accurate communication across internal teams, leadership, and external stakeholders to support the effective functioning of programs and organizational priorities.
  • Monitor program performance, evaluate statewide trends, and direct ongoing improvement efforts—including data analysis, error recovery, impact assessment, and post - project evaluation to ensure unit initiatives operate efficiently, remain compliant, and address statewide requirements effectively.
  • In collaboration with unit Supervising Attorneys, ensure legal guides, bench cards, educational materials, JCART modules, and juvenile - focused curricula are regularly reviewed and updated for statewide relevance and accuracy.
  • Collaborate with the unit Supervising Attorneys and internal partners to assess, refine, and coordinate educational content for statewide stakeholders, integrating feedback from multidisciplinary convenings and statewide training forums.
  • Plan, organize, assign, and review staff work related to timelines, deliverables, fiscal tracking, and grant documentation for the SAFG allocations, CASA local assistance funding (including CASA IV-E), Title IV - E training and reimbursement activities, and CIP - funded projects to ensure accuracy, consistency, and compliance with governing requirements.
  • Manage and coordinate daily operational workflows, including procurement, invoicing, administrative quality control, and process documentation.
  • Track performance metrics and trends across unit initiatives (including SAFG, CASA, IV - E, CIP, juvenile - training programs, and JCART) and prepare analyses to identify risks, gaps, or emerging statewide issues.

OVERVIEW

The Judicial Council of California is accepting applications for the position of Supervising Analyst with the Center for Families, Children & the Courts. The Supervising Analyst provides statewide leadership over multidisciplinary education, program operations, and grant - funded initiatives that support courts, judicial officers, and justice - system partners in responding to the behavioral health needs of children, youth, and families. The position oversees major statewide training programs, including Beyond the Bench, juvenile law education, and design and content of the Juvenile Cases, Article, Resources, and Training (JCART) website, while advancing Proposition 1 Behavioral Health Services Act (BHSA) priorities through the creation of resources, curricula, and guidance that help courts navigate evolving behavioral health funding, services, and county planning structures. The Supervising Analyst supervises staff to the Collaborative Justice Courts Advisory Committee, offering direction, coaching, workflow oversight, and quality assurance to ensure consistent, high - quality support for statewide collaborative justice initiatives; and supports the Family and Juvenile Law Advisory Committee Court Adoption and Permanency Month project. The position manages complex grant portfolios such as Substance Abuse Focus Grant, Court Appointed Special Advocate grants, Title IV - E training contracts, Judicial Resources and Technical Assistance grant, and the federal Court Improvement Program, ensuring fiscal accountability, compliance, and alignment with statewide behavioral health transformation efforts. Additionally, the role directs unit operations, cross - office coordination, and data - informed performance monitoring to strengthen outcomes and support court engagement in California’s evolving behavioral health system.

The Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. MINIMUM QUALIFICATIONS

Bachelor’s degree and five (5) years of analytical or managerial experience in program analysis, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience . An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.

OR

One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California superior court or California state-level government entity and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Expertise in juvenile law, child welfare, behavioral health systems, and multidisciplinary court - involved services, including familiarity with statewide training needs and best practices.
  • Strong leadership and supervisory skills, with proven experience developing staff, managing complex workloads, and guiding high - visibility statewide projects or convenings.
  • Demonstrated ability to design, deliver, and evaluate statewide training, curricula, digital learning content, and educational resources for diverse professional audiences.
  • Experience in grant and program administration—including federal, state, and Title IV - E requirements, with skill in fiscal oversight, compliance monitoring, and reporting.
  • Highly developed analytical skills, including ability to interpret data trends, assess program impacts, develop monitoring tools, and prepare clear, actionable summaries for leadership and statewide partners.
  • Exceptional communication, collaboration, and relationship - building abilities across judicial officers, court staff, behavioral health agencies, and multidisciplinary partners, with skill in conveying complex concepts clearly and effectively
