Under the supervision of a Supervising Deputy Attorney General , and the Senior Assistant Attorney General, Health Quality Enforcement Section (HQE), legal analysts in HQE provide a high level of varied, complex and analytical legal work in administrative, state and federal courts litigation for a team of deputy attorneys general. Legal analysts are additionally responsible for assigned legal work on behalf of the section. They manage cases and issues on behalf of health care oversight agency clients, including disciplinary actions against health care professional licensees, independently and/or under the direction of Deputy Attorneys General who shall accept full responsibility for the tasks performed . Duties also include providing paralegal assistance in judicial review proceedings of agencies' disciplinary decisions, and state and federal civil litigation matters . The legal analyst works collaboratively and professionally with members of the Section , client staff , investigators , and the public; and responsibly and independently manages his/her work under tight deadlines, public scrutiny, and pressure to produce high quality work in short timeframes . The legal analyst is also responsible for opening and closing cases in ProLaw , actively assisting Supervising Deputy Attorneys General in case management, drafting correspondence and legal pleadings, assisting in interviews and litigation tasks, and analyzing, extracting, and processing complex and difficult documents related to statistical record keeping to comply with Business and Professions Code section 312 . 2.

Working Conditions

This is a hybrid position with the opportunity to work remotely, with in-person days in the Fresnooffice as needed. Travel and in-person attendance may be required for administrative hearings, court appearances, witness interviews, depositions, and operationally as needed.

Ability to independently organize and manage a largenumber of assigned tasks related to administrative actions; analyzeinvestigative material to determine sufficiency of evidence to support prosecutions;communicate effectively, orally and in writing; work independently under timelines;establish and maintain effective relationships with DOJ staff, personnel ofclient agencies, investigators, and opposing parties or counsel; and applycritical thinking and accounting skills in the review and management of lawoffice case management software (i.e., ProLaw) that houses large, raw data setscompiled from a wide variety of contributors. Proficiency with computerapplications, including ProLaw, HotDocs and Microsoft Office programs(including Word, Excel, PowerPoint, and Outlook), and WestLaw and LexisNexis. Experience with drafting administrativepleadings, such as accusations, statements of issues, and petitions to revokeprobation; assist with preparation for administrative hearings for clientagencies; ability to examine witnesses, introduce evidence before a judge, workunder pressure if necessary, and have a strong desire to be part of a teamcommitted to the protection of health care consumers.
