Job summary

The Village of Wellington is seeking an experienced Public Works Supervisor to lead maintenance crews, technical staff, and contractors in assigned areas. You will manage day-to-day tasks, plan workloads, and ensure safety and regulatory compliance while delivering results with an operational focus.

You will oversee budgets, track records, train staff, and coordinate with internal and external stakeholders to resolve issues and improve service delivery in the landscape maintenance domain.

Qualifications

  • High School Diploma or GED required; Bachelor’s Degree preferred; 3 years of professional experience in the area of assignment; certifications may be required within six months.
  • Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle.

Responsibilities

JOB SUMMARY:

Performs supervisory work in the support of the Public Works Division, according to the assigned area of function. The position is responsible for the effective supervision of maintenance crews, technical personnel, and contract workers functioning in area of assignment. The position requires an advanced understanding of the supervision of public works processes and practical application to problems and situations ordinarily encountered. Position sets objectives and delivers results with a short-term, operational focus.

Position typically supervises employees and schedules day-to-day work activities to provide optimum efficiency and productivity. Position requires an advanced understanding and wide application of principles, theories, and concepts in assigned function or business area.

ESSENTIAL FUNCTIONS:

GENERAL:
  • Prioritizes, coordinates, and schedules the staff for assigned projects and tasks.
  • Supervises personnel engaged in maintenance, installation, construction tasks, and administrative functions; ensures proper equipment usage, operation and maintenance.
  • Estimates task and project costs and material quantities; adheres to principles of economical allocation of available department/budgetary funds.
  • Ensures accurate maintenance of records and logs regarding tasks and projects, e.g., work orders, time sheets, materials required/used, purchase requisitions, inventories, equipment maintenance.
  • Performs people management-related tasks, i.e., interviewing, selection, recommending hires, and participating in disciplinary and performance evaluations.
  • Assists in the preparation of the division operating budget and monitors expenses and capital budgets costs/expenditures for adherence to established financial goals and objectives of the project and the department.
  • Performs regular inspections of daily operations and projects, focused on determining job priorities, manning requirements, equipment allocation, contract adherence, and problem resolution.
  • Provides training and project oversight to work staff in proper skills and procedures required to perform maintenance and repair tasks.
  • Communicates effectively with internal and external stakeholders to complete tasks as assigned.
  • Receives, responds to, investigates, and provides resolution on public inquiries and citizen concerns and complaints; provides information regarding assigned services
  • Works onsite with crews under charge as needed; functions in a lead capacity to coordinate efficient and timely completion of work orders and project assignments; ensures adherence to appropriate and prescribed safety and security standards, accident prevention standards and regulatory guidelines; ensures adherence to appropriate contract specifications for contractor provided services.
  • Oversees and participates with purchasing activities, e.g., assists with developing bid specifications, grant acquisitions, equipment and materials requisitions, contract management.
FUNCTIONAL AREA: Landscape Maintenance
  • Work is focused on landscape maintenance projects and new design installations to ensure high quality aesthetic appearance.
  • Oversees semi-skilled and skilled operation of various equipment, e.g., backhoes, sweepers, front end loaders, commercial mowers, dump trucks, tractors, chainsaws, skill saws, hydraulic pruners.
MINIMUM QUALIFICATIONS:

High School Diploma/GED required; Bachelor’s Degree in Business Administration, Public Administration, or related field strongly preferred; supplemented by three (3) years of professional experience in the area of assignment; depending on area of assignment, one or more certifications may be required within six (6) months of hire; or an equivalent combination of education, certification, training, and/or experience. Demonstrated computer literacy with standard software packages (e.g., word processors, basic spreadsheet applications, email, and Internet usage) required.

CERTIFICATIONS AND LICENSES:
  • Must possess and maintain a valid State of Florida Driver License and the ability to drive a Village owned vehicle per established policies, procedures, and safety guidelines.
  • Class “B” Commercial Driver’s License (CDL) at time of hire preferred, or ability to obtain within 60 days of employment if job assignment includes the operation of heavy equipment;

Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires. Responds to emergency call-ins for hurricanes or other critical events.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of administrative and operational procedures and systems related to public works
  • Knowledge of business and management principles involved in planning and the coordination of people and resources as related to public works
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as required
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
  • Skill in the use of the right math including but not limited to adding, subtracting, multiplication, division, practical algebra and metrics, to solve problems
  • Ability to learn and adapt to changing technology
  • Ability to multi-task while working with tight deadlines and shifting priorities
  • Ability to lead and motivate others to achieve work objectives
  • Ability to read, update, and maintain various records and files in numerical, alphabetical, or chronological sequence

PHYSICAL REQUIREMENTS:

Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve some climbing, stooping, kneeling, crouching, or crawling.

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

SENSORY REQUIREMENTS:

Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.
