About Us:

TheCity of Glendale's Transportation Departmentworks to ensure safe and efficient circulation of vehicular, bicycle and pedestrian traffic, to minimize pollutant air emissions and to promote economic development throughout the City.

The Role:

The Intelligent Transportation Systems Superintendent manages the Intelligent Transportation Systems (ITS)Division. Develops, updates and monitors traffic signal timing plans. Implement citywide coordination plans using the centralized traffic signal system software and Intelligent Transportation Systems infrastructure. Coordinates dissemination of travel information to the public utilizing dynamic message signs (DMS) and other media. Manages the daily operation of the Traffic Management Center (TMC). Also manages the TMC operations during sporting and non-sporting events in the city’s Sports and Entertainment District. The ideal candidate for the role will have an Associate Degree in Electronics, Computer Science, Engineering, or a related field and five years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems and/or traffic signal timing, including two years of lead or supervisory experience. PLEASE NOTE: The City of Glendale does not sponsor any employment-based immigrant visas. Applicants must be currently authorized to work in the United States on a full-time basis.

Salary:

This position is a Grade 412 with an annual salary between $84,571.00-$126,857.00

Holiday, Vacation, and Sick Leave:

Regular status position’s offer: The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays. Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service. Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:

This position participates in theArizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%.

1. Organizes workloads and manages the performance of ITS staff. Develops and monitors ITS staff goals, performance, and objectives.
2. Manages the current and future ITS maintenance and operations budget and tracks changes. Assists the Transportation Systems Manager with the management of ITS assets.
3. Manages Traffic Management Center operations during large-scale special events (sporting and non-sporting). Event activities include but are not limited to, the scheduling of staff, pre-event planning, and providing post event reports.
4. Supervises operations and activities of the city’s Traffic Management Center and ITS Technicians.
5. Implements citywide traffic signal timing and coordination plans using the centralized traffic signal computer system.
6. Manages the design, operations, and maintenance of closed-circuit television cameras, dynamic message signs, and performs database management. Responsible for maintaining the ITS network, workstations, and Video Management System.
7. Reviews ITS and signal design plans and specifications.
8. Coordinates planning and construction of ITS projects with various consultants, contractors, and utility companies.
9. Responds to and resolves public inquiries, comments, and concerns that are related to ITS which are submitted through Glendale One.
10. Integrates new technologies and equipment into the ITS network.
11. Prepares and participates in the planning of required upgrades to the Traffic Management Center.
12. Participates and assists the Transportation Systems Manager in the submission of grant funding applications when opportunities become present.
13. Provides guidance and training to ITS staff.
14. Represents the city at various regional committees, as assigned.
15. Operates city vehicles.
16. Performs other related duties as assigned.

Associate Degree in Electronics, Computer Science, Engineering, or a related field and five years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems and/or traffic signal timing, including two years of lead or supervisory experience.

Knowledge of:

• Signal timing and signal optimization
• Knowledge and use of computer software including, but not limited to, Synchro, Vissim, etc.
• Sound knowledge of Traffic Engineering principles and practices
• Intelligent Transportation Systems (ITS) proficiency at an administrator level
• Traffic signal design and construction principles and methods; proficient with relevant software
• Traffic signal timing and operations
• Fiber optic and electrical principles; knowledge of relevant federal and state codes and regulations
• Budget development and management
• Project management
• Principles of leadership, supervision, and training
• Practices procedures contained in the Manual on Uniform Traffic Control Devices and other applicable standards for traffic signals, ITS, and related communications equipment
• Occupational hazards and standard safety practices

Ability to:

• Effectively identify, plan, organize and carry out necessary repairs to the city's ITS systems
• Analyze findings and prepare recommendations, present written and oral reports
• Communicate effectively both verbally and in writing
• Establish and maintain effective working relationships with city employees, contractors, other government agencies, and the general public
• Exercise considerable initiative and independent judgment
• Interpret code, regulations, policies, and guidelines of the City of Glendale and other government agencies
• Conduct field observations, tests, and installations
• Lead, organize, and review the work of ITS staff
• Operate city vehicles

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements
Valid Arizona driver's license.
ATSSA Traffic Control Supervisor Certification preferred.
This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
