Job summary

Chugach Government Solutions is seeking a Subcontracts & Procurement Specialist to award, administer, and close out purchase orders and subcontracts for a range of supplies and services. Responsibilities include negotiating subcontracts, ensuring FAR/DFARS compliance, and managing supplier relationships to meet project needs.

The role requires initiating RFQs/RFPs, evaluating bids, and maintaining accurate procurement records within a designated system.

Qualifications

  • Bachelor’s degree or 5 years of specialized purchasing experience.
  • 3 years of specialized purchasing and contracting experience.
  • Knowledge and experience with an automated procurement system.
  • Proficient in MS Office Products including Excel and Word at an intermediate level.
  • Ability to obtain and maintain required security clearances.
  • Able to pass pre-employment background check and/or drug test.

Responsibilities

  • Provide procurement support to internal teams ensuring timely and cost-effective acquisition of goods and services.
  • Review purchase requests for completeness and resolve discrepancies.
  • Source, negotiate, and procure materials and services per approved requests.
  • Conduct market research, issue RFQs/RFPs, evaluate quotes, and select offers per criteria.
  • Create and maintain purchase orders and subcontracts in procurement system with accurate data.
  • Track and expedite POs and subcontracts to ensure timely delivery and modifications.
  • Maintain procurement records compliant with policies and regulations.
  • Ensure procurement activities comply with FAR, DFARS, and company procedures.
  • Perform other related duties as assigned.

Job Overview

The Subcontracts & Procurement Specialist is responsible for awarding, administering, and closing out purchase orders, subcontracts, and contracts for acquiring a wide range of supplies, materials, equipment, and services. This role involves negotiating subcontracts, ensuring compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), company policies and procedures, and managing supplier relationships to meet project requirements. The Subcontracts & Procurement Specialist must support cost-effective and timely procurement strategies.

Responsibilities
Essential Duties:
  • Provide exceptional procurement support to internal business and operational teams, ensuring timely and cost-effective acquisition of goods and services to maximize value, minimize delays, and contribute to overall project success.
  • Review purchase requests for completeness and accuracy; engage with requestors as necessary to resolve discrepancies and errors.
  • Source, negotiate, and procure materials and services as requested through approved purchase requests.
  • Perform market research, evaluate suppliers/subcontractors, issue requests for quotes (RFQs), issue requests for proposals (RFPs), analyze quotes and proposals, and select offers from approved vendors in accordance with source selection criteria serve the best interests of the business and its customers.
  • Create and maintain purchase orders and subcontracts within the designated procurement system, ensuring all data—including supplier/subcontractor information, pricing, delivery schedules, and terms—are accurate, complete, and updated regularly to reflect current procurement activities.
  • Track, manage, and expedite purchase orders and subcontracts to ensure timely delivery, resolve discrepancies, and manage modifications or cancellations. Ensure that all changes are properly documented and communicated to stakeholders and suppliers/subcontractors.
  • Maintain accurate and complete procurement records, including purchase orders, contracts and subcontracts, supplier/subcontractor communications, and compliance documentation, ensuring all records meet comply with company policies.
  • Ensure all procurement activities comply with company policies and procedures, FAR, DFARS, and other supplemental acquisition regulations.
  • Performs other related duties as assigned.
Key Responsibilities:
  • Working knowledge of the FAR and DFARS, including labor laws for construction and services.
  • Working independently and proactively interfacing with internal/external customers in support of work assignments.
  • Completing all mandated training requirements per government and company directives.
  • Timely, efficient, and effective performance of duties.
  • Effective and clear communications, verbally and in writing, with all levels within a diverse organization and with suppliers and subcontractors.
  • Adherence to established company safety policies and ability to work in a safe manner.
  • Compliance with company standard operating procedures and policies and procedures.
  • Exercising independent judgment.
Job Requirements
Mandatory
  • Bachelor’s degree in accounting, business, finance, contracts and contracting, purchasing, economics, supply chain management, or related field; or five (5) years of specialized purchasing experience.
    • Education and experience may be substituted interchangeably.
  • Three (3) years of specialized purchasing and contracting experience.
  • Knowledge and experience with an automated procurement system.
  • Proficient in MS Office Products including Excel and Word at an intermediate level.
  • Ability to obtain and maintain a favorable National Agency Check with inquiries (NACI), Secret DoD security clearance, Top Secret DoD security clearance, or Intelligence Community clearance as may be required by a contract position.
  • Able to successfully pass any pre-employment background check and/drug test as required.
Preferred
  • Working level knowledge and experience with an automated procurement system.
  • Experience working with federal Government contracts.
  • Proficient knowledge with the FAR, DFARS and other supplemental acquisition regulations.
Working Conditions:
  • This position is primarily performed in an office setting using standard office equipment (desk, computer, phone, printer, copier, etc.).
Physical Requirements:
  • Work requires the ability to operate a computer and work in a standard office environment.
  • Communicate information in verbal and written form.
  • Read and review information and charts.
  • Perform analytical thinking skills, use sound judgement.
  • Ability to sit, stand, walk for extended periods of time and the ability to lift 25 pounds.
