Qualifications

• Bachelor’s degree in accounting, business, finance, contracts and contracting, purchasing, economics, supply chain management, or related field; or ten (10) years of specialized Federal Government or Government Contractor contracting and procurement experience.
• 4 years of experience in a direct supervisory capacity managing staff with compliance responsibility.
• 2 years of procurement experience with CPSR-compliant purchasing system.
• Proficient with automated procurement systems and MS Office (Excel/Word); strong mathematical skills.
• Ability to obtain and maintain required IC-level clearance; travel up to 25%.

Responsibilities

• Supervise and provide guidance, training, and direction to procurement staff to achieve operational objectives.
• Oversee team performance and daily operations; ensure KPIs are met.
• Provide procurement support to internal teams to secure goods and services; maximize value and minimize delays.
• Interpret procurement policies, FAR, DFARS, and other regulations for the team.
• Review purchase requests for completeness and resolve discrepancies.
• Source, negotiate, and procure materials and services via approved requests.
• Create and maintain purchase orders and subcontracts in the procurement system.
• Track, manage, and expedite orders; manage modifications or cancellations.
• Perform procurement file reviews and assist auditors.
• Maintain procurement records; ensure compliance with policies.
• Prepare for audits and respond to inquiries.
