Qualifications

• Bachelor’s degree with 8 years of professional experience including people management.
• Master’s degree with 6 years of professional experience including people management.
• Knowledgeable in FAR, DFARS, and corporate flow downs; data rights negotiations; and commercial item determination.
• Ability to obtain and maintain a U.S. Government Secret security clearance.

Responsibilities

• Provide strategic leadership and mentorship for a team of subcontract administrators and managers.
• Ensure team compliance with policies around all stages of a subcontract for commercial and government programs; various subcontracting types.
• Develop and oversee subcontract specifications, work statements, and terms and conditions; ensure cost, schedule, quality, and technical requirements are met.
• Build and maintain relationships with key suppliers; drive strategic initiatives to optimize the supplier base.
• Own communication within GSC, Division, Program and business areas regarding subcontracts status; work with cross-functional teams.
• Prepare and present executive level presentations.
• Negotiate subcontractor price, schedule, milestone payments, terms and conditions; secure favorable business deals.
• Identify strategies to reduce cost, improve efficiency and manage risk with supply base or internal processes.
• Support NGC proposals and quick-turn quotations from subcontractors.
• Perform independent research and analysis of risks related to suppliers; coordinate mitigation plans with Supplier Management Teams and Leadership.
• Coordinate with Contracts on proposed changes; facilitate flow-down to Subcontracts Specialists.
