Job summary

Kelly is seeking an experienced Subcontracts Manager to oversee the full lifecycle of federal subcontracts for Government and Aerospace & Defense programs. You will drive sourcing, RFPs, negotiations, and contract administration, with a focus on ensuring compliance and risk management across prime flow-downs.

Ideal candidates will have 10+ years in DoD/subcontract administration, strong EVM experience, and deep knowledge of FAR/DFARS/ITAR.

Qualifications

• Bachelor's degree or equivalent required.
• 10+ years of Federal Government contract/subcontract administration experience, preferably DoD.
• 3+ years of Federal Government purchasing experience.
• 10+ years of contract/subcontract management and negotiation experience, preferably Aerospace & Defense.
• Prior EVM experience within subcontract management is required.

Job description

We are seeking an experienced Subcontracts Manager to manage the full lifecycle of subcontracts supporting Federal Government and Aerospace & Defense programs. This includes sourcing, RFPs, negotiations, contract administration, compliance, subcontractor performance, risk management, and closeout.

This role will primarily support new program awards with Earned Value Management (EVM) requirements, so prior experience applying EVM within subcontracts is required.

Required Qualifications

• Prior EVM experience within subcontract management is required.
• Strong knowledge of FAR, DFARS, TINA, CAS, and ITAR.
• Experience with FFP, CPFF, CPIF, CPAF, and IDIQ contract types.
• Strong negotiation, communication, analytical, organizational, and problem-solving skills.
• Familiarity with Teaming Agreements, Bidder Agreements, and NDAs.

Work Arrangement: Individual contributor role with no direct supervisory responsibilities.
