Job Summary
Ensures a comprehensive Student Assistance Program (SAP) framework within schools, supporting early identification, referral, and intervention for students experiencing concerns around substance use. This role manages daily operations, supervises staff, SAP core team processes, behavioral health referrals, and school-based consultation. This position ensures compliance with regulatory requirements and delivers direct support, training, and consultation to school districts.
Essential Job Functions
Program Leadership, Planning & Evaluation
- Develop and implement the SAP Unit’s goals, objectives, performance measures, and work procedures.
- Ensure compliance with DDAP, PA Department of Education (PDE), SAP, HIPPA and other regulatory requirements.
- Assign and monitoring ongoing SAP-related needs assessments, encouraging participation in statewide surveys and organizations, and analyze results to guide program development.
- Design and implement evaluation tools; collect and analyze SAP service data (referrals, recommendations, parent outreach, core team documentation) to recommend improvements.
- Provide input into budget development and ensure alignment with state requirements.
- Serve as a spokesperson in public forums and media settings to promote SAP and behavioral health awareness.
- Identifies student populations through data collection and collaboration and develops appropriate support strategies.
- Supports with Pennsylvania Youth Survey (PAYS) activities, including attending EPIS and DDAP trainings/webinars, increasing school district participation, analyzing data, and developing an inclusive communication strategy.
- Leads efforts to meet DDAP deliverables, including SAP reporting requirements, student referral tracking, and SAP Annual report documentation and outcome reporting.
Operational Management & Staff Supervision
- Oversee daily operations, coordinate SAP staff schedules and assignments, and facilitate team meetings.
- Monitor SAP program performance monthly and prepare written and verbal reports for stakeholders.
- Provide individual supervision and conduct annual performance reviews.
- Support staff in delivering high‑quality SAP services.
- Lead hiring efforts for the SAP team according to merit hire processes and ensure ongoing training requirements are met for all staff.
School-based Engagement, Education & Interagency Collaboration
- Provides SAP technical assistance and training to school administrators, community organizations and SAP core team members on topics including SAP procedures, referral systems, confidentiality, and behavioral health resources.
- Make presentations to community organizations, school staff, parent groups, and core teams to increase awareness of SAP processes, substance use trends, risks, and protective factors.
- Prepares informational materials on substance misuse, and harm‑reduction topics.
- Reviews, evaluates, and utilizes traditional and digital media strategies for disseminating ATOD and problem gambling information.
- Build and maintain partnerships with school districts, IU staff, providers, crisis services and community partners.
- Conducts Court Reporting Network (CRN) screenings for DUI offenders and records information in the PennDOT online database; completes required CRN training.
- Performs related duties as required.
Direct SAP Services, Consultation, and Technical Assistance
- Provide SAP consultations to school staff regarding referrals, student concerns, and decision making.
- Support school districts in requests for timely referrals to contracted treatment providers and community resources.
- Provide direct interdepartmental, community, and school services including presentations, consultation, coalition support, and policy development.
- Travels throughout Cumberland and Perry Counties to deliver SAP services.
Other Duties
- Performs other related duties as assigned.
- Evening and occasional weekend work may be required.
Minimum Requirements to Perform the Work
Education
- Bachelor’s degree in health education, Education, Psychology, Counseling, Human Services, Social Services Behavioral Services or related field
- Master’s degree (Preferred)
- Certification through the PA Certification Board or licensure (Preferred)
Work Experience
- At least two years of experience in school-based behavioral health, youth services, or drug and alcohol prevention/intervention.
- At least one-year supervisory experience and/or leadership experience including coordinating programming or behavioral health initiatives in the community.
Substitution
- An equivalent combination of training and experience may be accepted. Related education may be substituted for the required experience, and appropriate experience may be substituted for the required education.
Clearances
- Prior to employment candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General. These clearances must be maintained throughout employment. TB testing required

- Meet the minimum experience, education, and training for the job.
