Job summary

Minnesota Management & Budget seeks a Strategy & Results Manager to lead enterprise-wide results, steer data-informed policy decisions, and supervise the Results Management team within the Personnel/Payroll unit. You will coordinate priorities, monitor performance, and work with senior leaders to advance agency goals.

Job duties for this position include:

  • Building and implementing systems rooted in data to inform policy decisions and monitor program performance across many policy areas
  • Building and maintaining professional and respectful working relationships with MMB staff and key stakeholders
  • Overseeing the strategic direction and activities of the enterprise-wide results process; determining implementation objectives, priorities, and policies
  • Providing day-to-day direction and supervision to Results Management staff; providing effective feedback, coaching, professional development, and other supervisory responsibilities

Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.

Minimum Qualifications

  • At least five (5) years of experience managing the development, implementation, and continuous improvement of public sector programs using evidence-based research and analysis methods

Experience must include:

  • Demonstrated leadership, which can include any of the following:
    • Experience as a supervisor, team lead, lead worker, or project lead in a program management setting
    • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR
    • A paid or unpaid position leading a program or chairing a committee related to program management. The experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.
  • Knowledge of data analysis techniques and program management sufficient to create and/or navigate data dashboards, reports, performance indicators, etc. in a public sector environment
  • Communication skills sufficient to provide clear and often simplified information to a variety of audiences and to represent the agency in high pressure settings
  • Leadership and relationship management skills sufficient to direct and support the work of staff as well as contributors from other organizations in an inclusive and respectful manner
  • Ability to effectively organize and execute many simultaneous priorities and operate in an ambiguous and ever-changing environment, anticipating barriers and overcoming challenges
  • Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

A bachelor’s degree in public policy, public administration, business administration, urban planning, economics, journalism, or law may substitute for one (1) year of experience. A master’s degree in a similar field may substitute for eighteen months of experience and a doctorate degree in a similar field may substitute for two (2) years of experience.

  • Bachelor’s degree (or higher) in public policy, public administration, economics, business administration, urban planning, journalism, or law
  • At least eight (8) years of experience managing the development, implementation, and continuous improvement of public sector programs using evidence-based research and analysis methods
  • At least two (2) years of experience supervising or managing a team, including duties such as hiring, performance management, mentoring, delegating work, and supporting professional development
  • Knowledge of Minnesota’s budget process, state policies, procedures and practices, and research institution landscape
  • Experience with group facilitation methods to convene diverse groups of varying sizes and foster collaboration
  • Experience designing and using results-driven frameworks to inform decision making
  • Experience implementing or evolving a cross-functional program within a large organization
