Security Requirement: Ability to obtain and maintain the required federal suitability determination

Position Overview

NAIS is seeking an experienced Project Manager to lead program-management support for a federal cyber grant and operational-support program. This position will serve as the primary contractor point of contact and oversee cyber grant support, service delivery, administrative mission support, and technical assistance.

This position is designated as Key Personnel. Employment is contingent upon contract award, customer approval, and successful completion of applicable suitability and onboarding requirements.

Responsibilities
  • Lead contractor performance across all task areas.
  • Serve as the primary point of contact for authorized government representatives.
  • Manage project planning, staffing, performance, quality, schedule, risks, and contract administration.
  • Oversee support for state, local, and tribal cybersecurity grant programs.
  • Coordinate activities involving federal, regional, state, local, tribal, and other program stakeholders.
  • Direct the development of reports, briefings, standard operating procedures, governance guides, dashboards, training materials, and leadership communications.
  • Manage multiple simultaneous assignments and specialized resources.
  • Maintain required staffing levels and personnel coverage.
  • Prepare and maintain project plans, business continuity plans, quality documentation, status reports, progress reports, and program-review materials.
  • Track labor hours, deliverables, schedules, risks, costs, government-furnished equipment, and personnel onboarding.
  • Ensure deliverables comply with applicable accessibility, records-management, information-protection, and customer requirements.
  • Participate in monthly program-management reviews and other customer meetings.
  • Remain available between 8:00 a.m. and 5:00 p.m. Eastern Time, Monday through Friday.
  • Respond to requests involving technical problems within 24 hours.
Required Qualifications
  • Master’s degree in business administration, public policy, communications, or a comparable relevant field.
  • Current Project Management Professional certification.
  • At least seven years of supervisory experience.
  • At least seven years of demonstrated experience supporting operations and planning requirements of comparable size and scope.
  • Experience managing multidisciplinary teams and complex professional-services programs.
  • Strong project-control, staffing, quality-management, risk-management, and contract-performance capabilities.
  • Excellent interpersonal, critical-thinking, writing, presentation, and communication skills.
  • Ability to communicate effectively with senior government leaders and diverse stakeholders.
  • Ability to satisfy applicable federal background-investigation, suitability, and onboarding requirements.
Preferred Experience
  • Cybersecurity grant programs or federal grant-management initiatives.
  • Cybersecurity operations, critical-infrastructure resilience, incident management, or operational planning.
  • Coordinating programs involving federal, state, local, tribal, and regional stakeholders.
  • Microsoft 365, Teams, SharePoint, Forms, Power Automate, Power BI, Dynamics, or comparable tools.
  • Preparing executive briefings, governance documents, concepts of operations, standard operating procedures, and performance dashboards.
  • Federal accessibility and records-management requirements.

The position is expected to be primarily onsite in Arlington, Virginia. Limited work at a contractor facility or approved telework location may be authorized by the customer. Occasional travel within or outside the National Capital Region may be required.
