Job summary

PCL Solar Constructors USA Inc. in Katy, TX is seeking a Workforce Manager to lead labor relations strategy, ensuring the right people are aligned with project needs and timelines.

You will guide leaders on compliance with wage, classification, and scheduling rules, manage union interactions, and drive workforce planning across regional markets. Strong CBA/arbitration experience and safety program oversight are essential.

Qualifications

• Bachelor's degree in a related field or equivalent experience preferred.
• 10 years of progressive experience in workforce/labor relations.
• 5+ years of supervisory experience.
• Ability to lead a team comprising craft recruiters, workforce specialists, and workforce supervisors.
• Trusted advisor with relationship leadership and handling confidential information.
• Knowledge of labor relations, collective bargaining, and enforcement.
• Experience with recruitment and talent development strategies and LMIA-like processes.

Responsibilities

• Provide strategic guidance to leaders on U.S. labor relations matters, including union avoidance strategies and bargaining considerations.
• Partner with operations and business leaders to evaluate labor market conditions and workforce needs.
• Educate leaders on compliance with employment laws, wage requirements, and scheduling practices.
• Assess workforce risks and develop strategies to align resources with business needs across markets.
• Monitor labor legislation and advise on potential impacts to policies and operations.
• Coach supervisors through progressive disciplinary processes and performance improvement plans.
• Engage with unions to resolve grievances and participate in arbitration as needed.
• Lead administration of contracts, worker relations, and drug/alcohol programs.
