Job summary

Coppin State University is seeking a Contract Specialist to procure contracts for commodities and services, ensuring best value within procurement policies. The role may supervise staff and reports to the Associate Director of Procurement.

Responsibilities include developing solicitations, conducting market research, negotiating terms, and maintaining contract files in compliance with policies and standards. This is a full‑time, on‑site position with Maryland benefits.

Qualifications

• Bachelor's Degree from an accredited college or university.
• Three or more years of progressively responsible experience in Procurement.
• Experience with USM Policy & Procedures is preferred.

Responsibilities

• Understand regulations, policies, and programs applicable to procurement (Federal, State, USM).
• Provide technical guidance on the procurement process and act as a resource to others.
• Develop solicitations and quotes, lead market research, evaluate specifications, and ensure competitive bidding and funding approvals.
