Qualifications

• TS/SCI clearance required; U.S. citizenship required.
• BA/BS in Business, Supply Chain, Contracts, or related field.
• 12 years’ experience in subcontracts administration, procurement, sourcing, acquisition, or purchasing within a government contracting environment.
• Strong knowledge of FAR/DFARS and audit readiness.
• Proficiency with ERP systems (e.g., Deltek Costpoint) and MS Office.
• Experience with licensing, IP rights, data rights, ITAR/EAR.

Responsibilities

• Administer the full lifecycle of subcontracts and purchase orders including solicitation, evaluation, negotiation, award, and closeout.
• Ensure compliance with FAR, DFARS, and internal policies; maintain audit readiness.
• Liaise between internal stakeholders and external suppliers to meet urgent program needs.
• Execute sourcing activities: RFQ development, solicitation, supplier selection; ensure timely fulfillment.
• Identify and mitigate risks in sourcing, including disruptions and sole-source dependencies.
• Negotiate pricing, delivery terms, and licensing to support program timelines.
• Draft, review, and negotiate subcontract terms including data rights and IP.
• Monitor subcontractor performance and address issues to ensure program support.
• Maintain organized procurement documentation for audits (CPSR, DCMA).
• Collaborate with legal, finance, and program teams to resolve contractual issues and align with mission goals.
