Job summary

The Illinois Department of Corrections is seeking a Sourcing Supervisor to lead procurement operations for the Department. You will supervise procurement staff and direct the development, solicitation, evaluation, and award of complex contracts, including Invitations for Bids, Requests for Proposals, and Requests for Quotes.

Responsibilities include coordinating reporting for Small Business Set-Aside and Veteran’s programs, and serving as liaison with oversight authorities.

Qualifications

• Four-year college degree required.
• Three years of progressively responsible administrative experience in procurement.
• Preferred five years of progressively responsible administrative experience in procurement, including competitive solicitations and vendor management.
• Experience in a highly regulated public-sector environment is preferred.

Responsibilities

• Lead the Department’s sourcing function under the Illinois Procurement Code and CPO-GS direction.
• Direct full line supervision of procurement staff.
• Develop, execute, and award competitive solicitations (IFB/RFP/IFQ) and manage amendments.
• Lead strategic sourcing initiatives to optimize procurement outcomes.
• Serve as liaison with cross-functional and inter-agency forums.
• Plan, develop, and deliver training for the Sourcing Unit and agency personnel.
• Oversee procurement integrity and compliance with solicitations and awards.
• Perform other duties as required within the scope of the role.
