Qualifications

• Bachelor's degree in a related field: business, supply chain, public administration.
• At least six (6) years of full-time purchasing experience in a purchasing department.
• Experience with construction bids and complex contracts valued at $1M and above.

Responsibilities

• Lead construction bids and high-dollar solicitations, including complex services such as engineering, financial services, and IT.
• Determine bonding requirements and oversee solicitations valued at $1M+.
• Advise departments on procurement methods, evaluation criteria, and pricing matrices; verify sourcing with Fiscal Services.
• Ensure adherence to procurement policies, fair practices, and integrity of public bid events.
• Monitor supplier performance, negotiate contract terms, and maintain strategy reports.
• Coordinate procurement meetings (pre-bid, evaluation, pre-award, negotiations, debriefings).
• Develop scopes of work, manage communications with vendors, and ensure proper contract documentation.
• Support risk management and legal through appropriate contracting and insurance requirements.
