Job summary

Xcelerate Solutions in Quantico, VA seeks a Risk Mitigation Analyst Team Lead to guide the Risk Mitigation Unit, drafting RMS and FOCI action plans for numerous cases and overseeing compliance reviews. You will negotiate mitigations with counsel and executives, and supervise NID package preparations for sensitive access.

The role demands deep knowledge of NISPOM and FOCI instruments, and requires active Top-Secret clearance with SCI eligibility.

Qualifications

• 8+ years in risk management, corporate compliance, legal analysis, or industrial security auditing.
• Bachelor’s Degree in Law, Business, Risk Management, or related field.
• Deep knowledge of 32 CFR Part 117 (NISPOM) and FOCI mitigation instruments (SSA, Proxy, Board Resolutions).

Responsibilities

• Strategy Development: Oversee the drafting of Risk Management Strategies (RMS) and FOCI Action Plans for ~4,000 cases annually.
• Negotiation Support: Support the Government in negotiating mitigation agreements with corporate counsel and executives.
• Compliance Oversight: Manage the schedule of annual compliance reviews, site visits, and self-attestation audits to ensure mitigated companies follow the rules.
• National Interest Determinations (NID): Supervise the preparation of NID packages for companies requiring access to proscribed information.
