Job summary

The City of Rockville seeks a dynamic Director of Public Works to lead strategic planning, design, and operation of all core Public Works functions, including streets, water, wastewater, and facilities.

The successful candidate will drive budget management, program development, and performance reporting while engaging with city leadership and the community to advance infrastructure and service excellence.

Qualifications

• Bachelor's degree in civil engineering is required.
• Master's degree in civil engineering or closely related field preferred.
• Seven years of progressively responsible municipal public works experience with at least four years in management/supervision.

Responsibilities

• Provides strategic leadership and direction for planning, design, engineering, inspection, construction, scheduling, repair, and maintenance of all capital improvements and core Public Works operations.
• Leads development, execution, and evaluation of Public Works initiatives and citywide programs.
• Oversees recruitment, training, coaching, and performance management of a diverse workforce.
• Collaborates with City departments, external agencies, and community partners to align objectives and standards.
• Oversees departmental budget preparation and financial stewardship.
• Develops and presents reports, policies, and procedures to support transparency and informed decision-making.
• Evaluates employee performance and oversees staffing plans to meet operational needs, encouraging professional development.
• Plans and monitors citywide Public Works programs including leaf collection, solid waste, snow removal, and water/wastewater services.
• Represents Public Works in community meetings, boards, and commissions; communicates with the City Manager and other officials.
