Job summary

Arcadis is seeking a highly motivated and experienced Program Manager to support a major public-sector program in Montgomery County, Maryland. You will provide leadership and oversight for planning, execution, and delivery of a complex program portfolio.

The successful candidate will work closely with client stakeholders, consultants, contractors, and project teams to coordinate activities, manage risks, and support strategic decision-making throughout the program lifecycle.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Architecture, Planning, Business Administration, Public Administration, or related field.
• PMP certification or equivalent preferred.
• 10+ years experience managing large, complex programs or projects.
• Experience with program management, stakeholder engagement, and risk management.
• Strong knowledge of project controls, budgeting, scheduling, and performance management.
• Experience developing and managing KPIs and reporting frameworks.
• Excellent leadership, communication, and relationship management skills.
• Experience with public-sector clients, government agencies, or municipal programs is preferred.

Responsibilities

• Provide program leadership and oversight to ensure delivery of program objectives.
• Manage program scope, schedule, budget, risks, and performance metrics.
• Coordinate with client leadership, project teams, consultants, contractors, and other stakeholders.
• Establish governance structures, reporting processes, and program controls.
• Develop and monitor KPIs and performance reporting for informed decision-making.
• Lead risk identification, mitigation planning, and issue resolution.
• Facilitate communication among stakeholders and support consensus-building.
• Ensure compliance with regulations, policies, procedures, and contracts.
• Oversee consultant and contractor performance to ensure quality and timely delivery.
• Prepare executive-level reports, presentations, and updates.
• Support strategic planning and continuous improvement throughout the lifecycle.
