Job summary

Arcadis is seeking a highly motivated Program Manager to support a major public-sector program in Montgomery County, Maryland. You will provide leadership and oversight for planning, execution, and delivery, coordinating with client stakeholders, consultants, contractors, and project teams to ensure objectives, schedule, budget, and quality.

The role requires PMP certification or equivalent, 10+ years of experience, and strong knowledge of project controls, KPIs, and reporting frameworks to

Qualifications

• Bachelor's degree in Engineering, Construction Management, Architecture, Planning, Business Administration, Public Administration, or related field.
• PMP certification or equivalent program/project management certification preferred.
• Minimum of 10 years of experience managing large, complex programs or projects.
• Demonstrated experience with program management, stakeholder engagement, and risk management.
• Strong knowledge of project controls, budgeting, scheduling, and performance management.
• Experience developing and managing KPIs and reporting frameworks.
• Excellent leadership, communication, and relationship management skills.

Responsibilities

• Provide overall program leadership and oversight to ensure successful delivery of program objectives.
• Manage program scope, schedule, budget, risks, and performance metrics.
• Coordinate and collaborate with client leadership, project teams, consultants, contractors, and other stakeholders.
• Establish and maintain governance structures, reporting processes, and program controls.
• Develop and monitor KPIs and performance reporting to support informed decision-making.
• Lead risk identification, mitigation planning, and issue resolution activities.
• Facilitate communication among stakeholders and support consensus-building across diverse groups.
• Ensure compliance with applicable regulations, policies, procedures, and contractual requirements.
• Oversee consultant and contractor performance to ensure quality and timely delivery of services.
• Prepare executive-level reports, presentations, and program updates for client and leadership teams.
• Support strategic planning initiatives and continuous improvement efforts throughout the program lifecycle.
