Job summary

Arcadis seeks a Program Manager to lead a major public-sector program in Montgomery County, MD. You will oversee planning, execution, and delivery of a complex portfolio, coordinating with client stakeholders, consultants, contractors, and project teams to meet objectives, schedule, budget, and quality standards.

The role demands PMP-level expertise, strong leadership, and a track record of managing multi-disciplinary teams with a focus on governance, KPIs, and risk management.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Architecture, Planning, Business Administration, Public Administration, or a related field.
• PMP certification or equivalent program/project management certification preferred.
• Minimum of 10 years of experience managing large, complex programs or projects.
• Demonstrated experience with program management, stakeholder engagement, and risk management.
• Strong knowledge of project controls, budgeting, scheduling, and performance management.
• Experience developing and managing KPIs and reporting frameworks.
• Excellent leadership, communication, and relationship management skills.
• Proven ability to manage multidisciplinary teams, consultants, contractors, and service providers.
• Experience working with public-sector clients, government agencies, or municipal programs is highly preferred.
• Experience overseeing facilities, infrastructure, capital improvement, or operational programs is preferred.
• Consulting experience is preferred.

Responsibilities

• Provide overall program leadership and oversight to ensure successful delivery of program objectives.
• Manage program scope, schedule, budget, risks, and performance metrics.
• Coordinate and collaborate with client leadership, project teams, consultants, contractors, and other stakeholders.
• Establish and maintain governance structures, reporting processes, and program controls.
• Develop and monitor KPIs and performance reporting to support informed decision-making.
• Lead risk identification, mitigation planning, and issue resolution activities.
• Facilitate communication among stakeholders and support consensus-building across diverse groups.
• Ensure compliance with applicable regulations, policies, procedures, and contractual requirements.
• Oversee consultant and contractor performance to ensure quality and timely delivery of services.
• Prepare executive-level reports, presentations, and program updates for client and leadership teams.
• Support strategic planning initiatives and continuous improvement efforts throughout the program lifecycle.
