Job summary

Utah County is seeking a strategic Human Resources Director to provide comprehensive HR services, payroll, and benefits administration for approximately 1,200 employees. You will serve as a trusted advisor to elected officials and department heads, ensuring compliance with employment laws and safety regulations.

The role reports to the County Commission and leads talent management, compensation and benefits, learning and development, and risk management while advancing a culture of excellent

Qualifications

• Master's degree required in HR Management, Public Administration, Business Administration, or closely related field.
• Seven years of progressively responsible HR experience, including at least two years in a supervisory/leadership role.
• Current HR certification (CCP, PHR/SPHR, SHRM-CP/SHRM-SCP) or ability to obtain within one year.

Responsibilities

• Direct talent management, learning & development, compensation & benefits, workforce planning, and risk management.
• Oversee employee relations, investigations, corrective actions, and separations with fairness and legal defensibility.
• Lead organizational change with a culture of customer service, emotional intelligence, and accountability.
• Provide objective guidance to executive leadership and manage confidential sensitive situations with diplomacy.
• Balance workforce advocacy with taxpayer/community interests and ensure HR practices align with county needs.
• Maintain knowledge of employment laws, policy administration, and safety protocols to reduce liability.
