Job summary

Ohio Department of Health is recruiting for two Senior Budget Analyst positions in the Office of Financial Affairs. You will help plan and manage agency budgets, turn financial data into forecasts and reports, and support decisions that fund public health programs.

Responsibilities include developing the biennial budget, analyzing financial impact of proposed legislation, and coordinating with internal offices and external partners on budget requests and hearings.

Qualifications

  • 4 yrs. experience in budgeting with fiscal management & control involving quantitative/statistical analysis.
  • Undergraduate core program in accounting, public finance, public administration or business administration AND 24 mos. exp. in fiscal management & control.
  • Graduate core program in accounting, public finance, public administration or business administration AND 12 mos. exp. in fiscal management & control.
  • 12 mos. exp. as Budget Analyst, 63261.
  • Equivalent of Minimum Class Qualifications for Employment noted above.

Responsibilities

  • Plan and monitor operating and capital budgets, allotments, expenditures, revenues, and cash flow for assigned offices and work units.
  • Analyze financial data and prepare forecasts, cost projections, and budget reports to support spending decisions and identify potential deficits.
  • Review proposed expenditures and budget revisions, recommend solutions to areas of concern, and provide guidance on financial requirements.
  • Help develop the agency's biennial budget, including projections, budget proposals, tables, narratives and briefing materials.
  • Analyze financial impact of proposed legislation and policy changes and prepare materials for budget hearings and testimony.
  • Work with agency offices and external organizations on budget requests, inquiries, audits, and improvements to budget procedures.
