Job summary

The City of Annapolis is seeking a sophisticated, highly analytical Accounting Manager to lead the Finance Department's accounting staff and supervise complex municipal finance programs. This role directs daily operations, ACFR preparation, and bond disclosures in compliance with GAAP, GAGAS, and state code.

Qualifications

• Master's degree in Accounting, Public Management, Finance, Economics, Quantitative Analysis, or a related field.
• Minimum of four (4) years of progressively responsible administrative and budgetary experience in a public sector environment.
• At least three (3) years in a formal supervisory capacity managing professional accounting or finance staff.
• Equivalent combination of education and experience may be considered.

Responsibilities

• Oversee preparation of ACFR in line with GAAP, GAGAS, and Maryland State Code.
• Manage bond disclosures and SEC compliance through EMMA repositories.
• Provide technical guidance on IRS arbitrage and accounting policy.
• Research and implement GASB pronouncements and internal workflows.
• Direct and mentor professional accounting staff and evaluate performance.
• Supervise ledgers, reconcile trial balances, and coordinate year-end statements.
• Interpret grants and capital planning regulations; guide budgets and controls.
• Prepare financial studies and executive summaries for City leadership.
