Job summary

Collins Aerospace is seeking a Strategic Communications Program Manager to lead modernization efforts across hardware and software, overseeing proposal activities and program execution from planning through lifecycle. This onsite role, based in Marlborough, MA or Largo, FL, requires a DoD Secret clearance and travels up to 10% domestically.

You will coordinate cross-functional teams, manage budgets and milestones, and drive growth strategies while aligning with RTX values and leadership

Qualifications

• Minimum of 8 years of prior relevant experience in government, defense, aerospace or related industry.
• Experience with the Government budgeting and acquisition process from the Government’s perspective.
• Demonstrated understanding of the Estimate at Complete (EAC) process.
• Experience with Government contracting requirements and the DoD acquisition management process.
• Experience supporting development and production programs.
• A strong command of PM best practices to enhance program execution with demonstrated experience managing and overseeing program management tools such as R/O Management, Cost and Schedule Management and Earned Value Management.
• Active and transferable U.S. government issued security clearance is required prior to start date; U.S. citizenship is required for clearance.

Responsibilities

• Assures on-time execution of contracts and proposal submittals.
• Acts as empowered authority to accomplish objectives with PM support.
• Drive tactical execution while meeting strategic objectives.
• Supports the establishment and maintenance of programmatic metrics, milestones, budgets and schedules.
• Supports development and tracking of the program Annual Operating Plan and long-term financial outlook.
• Leads cross-functional collaboration to ensure program success and consistent use of tools.
• Establishes roadmaps to drive down cost, improve performance and win competitions.
• Establishes growth strategies focused on existing and future capabilities.
