Job summary

First 5 Alameda County seeks a Program Officer to provide strategic leadership in program development, management, and implementation. The role translates vision into actionable plans, uses data to improve delivery, and advances equity and sustainability while coordinating with early care and education and the broader early childhood system.

The position emphasizes public health, training and community programs, place-based investments, fatherhood, birth equity, and CalAIM-related initiatives,

Qualifications

• Five years of progressively responsible program management experience with at least three years of supervisory experience.
• Bachelor’s degree in public policy, public health, business administration, or related field; Master’s degree may substitute for one year of experience.
• Ability to use data for continuous improvement and decision-making.
• Strong written and verbal communication; ability to translate complex content clearly.

Responsibilities

• Collaborate with program leadership to set strategic goals and develop plans for program design, implementation, and evaluation.
• Develop and monitor program plans with measurable outcomes using data and evaluation.
• Promote equity and social justice across programs and support organizational change.
• Align day-to-day operations with strategic objectives; identify delivery challenges and risks and implement solutions.
• Strengthen communication and collaboration among staff and external partners.
• Provide leadership, training, and capacity-building to staff; promote accountability and continuous learning.
