Job summary

Halmar International in New York is seeking a procurement and contracts professional to manage vendor and subcontractor solicitations and contracts for major civil construction projects.

You will review project plans, set up solicitations, develop scopes and budgets, and draft purchase agreements and subcontract scopes.

The role requires a Bachelor's degree, 5+ years of related experience, and strong negotiation skills; MWDBE compliance knowledge is essential.

Qualifications

• Bachelor’s degree required in engineering, construction management, or related field.
• Minimum of 5 years of related experience in construction procurement.
• Thorough understanding of the construction procurement process.
• Familiarity with estimating and pre-bid price solicitation process.
• Proficient with CM, Bid Solicitation, and Estimating software systems.
• Strong Microsoft Office skills (Word and Excel) and comfort with Zoom/Skype/Teams.
• Knowledge of MWDBE laws and requirements for federal/state funded projects.
• Excellent written and negotiating skills.

Responsibilities

• Review project plans and specs to determine required vendors and subcontractors.
• Set up and manage vendor and subcontractor solicitations for bids and post-award activities.
• Review estimates to develop scopes and budgets.
• Prepare vendor/subcontractor leveling and comparison documents.
• Negotiate scope, prices, and contract terms.
• Draft purchase agreements and subcontract scopes.
• Maintain MWDBE solicitation and Good Faith Efforts documentation.
• Manage the MWDBE Utilization Plan and related reports.
• Coordinate change orders/amendments coordination with CPO for approvals.
• Solicit pricing with Estimating for bids.
