The leadership team and staff provide assistance and opportunities for individuals and families to find and maintain safe and affordable homes. Affordable and accessible housing helps strengthen families and builds stronger communities. Position Summary
Under the general supervision of the Director of Business Services, the Procurement Manager is responsible for the development, administration, management, and oversight of the procurement and contracting programs for the Housing Authority of the County of San Joaquin (HACSJ) and Delta Community Developers Corp. (DCDC). This position ensures compliance with federal, state, and local procurement laws, HUD regulations, and agency policies while promoting efficient, transparent, and cost-effective procurement practices.
The Procurement Manager plans, coordinates, implements, and monitors procurement activities, contract administration, regulatory compliance programs, inventory management systems, and procurement-related reporting. The position provides leadership to procurement staff, supports agency-wide purchasing functions, oversees contract monitoring activities, and develops policies, procedures, and internal controls to strengthen operational effectiveness and regulatory compliance.
All activities must support the mission, strategic goals, and objectives of HACSJ and DCDC.
