Qualifications

• Comprehensive knowledge of procurement, contracting, inventory control, and compliance practices.
• Working knowledge of federal, state, and local procurement laws, including public sector purchasing requirements.
• Familiarity with construction, consulting, professional service contracts, and inventory administration.
• Knowledge of budgeting, financial analysis, and cost accounting principles related to procurement and inventory.
• Strong interpersonal and supervisory skills with the ability to lead and develop staff.
• Proficient in Microsoft Office and other relevant procurement and inventory software.
• Excellent written and verbal communication skills.
• Ability to manage multiple priorities and projects independently from start to finish.
• Ability to interpret and apply complex rules and regulations.
• Ability to establish effective working relationships with District staff, vendors, contractors, and the public.
• Ability to maintain confidentiality and sound professional judgment.

Responsibilities

• Provides comprehensive management and oversight of the Districts' inventory control program, including tracking, storage, issuance, reconciliation, and lifecycle management.
• Develops, implements, and improves procurement and inventory policies to ensure compliance with laws and reporting standards.
• Manages the complete procurement lifecycle including RFQs, RFPs, IFBs, negotiations, and contract administration.
• Oversees procurement of goods, equipment, construction, professional services, and other contracts with market research.
• Manages vendor relationships, monitors performance, and ensures availability during incidents.
• Supervises staff including hiring, development, evaluation, and discipline.
• Conducts training and provides guidance on procurement, contract management, and inventory control.
• Manages procurement and inventory systems for real-time reporting and accurate stock levels.
• Conducts regular audits to ensure accuracy and safeguard assets.
• Coordinates with CFO to align procurement with budgets and audits.
• Provides variance reports and updates to leadership on procurement activity.
• Collaborates with Logistics, Fleet, and Operations to forecast inventory needs.
• Oversees travel/lodging arrangements and expense reporting.
• Participates in emergency response planning and ensures logistical readiness.
• Oversees lifecycle tracking of capital assets for compliance and cost-effectiveness.
