Job summary

The City of Rochester Hills is seeking an experienced Procurement Specialist to oversee the full procurement lifecycle, from quotes and bids to contract development and administration, ensuring compliance with city policies and regulations.

In this role you will coordinate with departments, develop detailed specifications, negotiate favorable terms, and manage purchasing within the City’s financial system while supporting procurement awards and delivering reliable supply for City operations.

Qualifications

• Three (3) years of professional-level experience in procurement, solicitation drafting (RFPs/IFBs), contract administration, or related municipal operations.
• Equivalent combination of higher education, specialized training, and municipal experience to perform the work.
• Must obtain CPPB certification within four years of employment.

Responsibilities

• Coordinate procurement activities including development of quotes, bids, and RFPs; contract negotiation and administration.
• Develop product/service specifications and work with departments to resolve questions on intent and use.
• Prepare and administer the procurement process, issue solicitations, addenda, and evaluate responses for awards.
• Negotiate terms, conditions, and pricing; liaise with legal counsel as needed.
• Maintain purchasing module and run reports in the City’s financial system; support multi-department procurements.
