Job summary

Top Echelon Software LLC is seeking a Preconstruction Manager to lead the estimating function and oversee preconstruction planning from award to site enablement. You will manage budgets, schedules, and procurement coordination, working with design partners and clients to deliver value-driven solutions in line with company standards.

The role requires leadership of the estimating team, development of GMP packages, and collaboration across contracts, design, and operations to ensure successful

Qualifications

• Bachelor's degree required or equivalent professional training.
• Strong organizational and communication abilities with proven problem-solving.
• Experience in leading teams and presenting budgets and schedules to owners.

Responsibilities

• Lead the estimating team to produce accurate cost estimates across design phases.
• Manage project budgets from contract execution through GMP development.
• Develop milestone pricing schedules and oversee budget reviews at design milestones.
• Direct value engineering with owners, consultants, and design teams to maintain feasibility.
• Develop and maintain preconstruction schedules from award through groundbreaking.
• Coordinate design team activities and lead constructability reviews throughout design.
• Manage GMP development and owner presentation process for budget/schedule approval.
• Coordinate procurement planning for long-lead materials and key trades.
• Provide day-to-day leadership of the estimating team and ensure timely preconstruction deliverables.
