Job summary

Salt Lake City is seeking a Project and Change Management Manager to lead the Information Management Services PMO, supervise enterprise IT Project Managers and Change Managers, and establish consistent PMO practices across the City's technology portfolio.

Reporting to the Deputy Chief Information Officer Operations, the role focuses on prioritizing work, resource planning, risk management, and ensuring adoption of major projects through organizational change management and robust governance and

Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Finance, information technology, or related field with at least five years of experience.
• Equivalent education/experience may be substituted on a year-for-year basis.
• Proficiency in business process analysis, technology roadmap creation, organizational change management, requirements definition, and cross-functional coordination.
• Ability to act as an expert and consultant to executive-level managers and decision makers.

Responsibilities

• Leads and supervises IT Project Managers and Change Managers within the IMS PMO.
• Oversees PMO project portfolio, prioritization, resources, risks, and portfolio health.
• Develops and standardizes project management and organizational change management processes and tools.
• Provides guidance to ensure effective delivery, readiness, stakeholder engagement, training, and adoption.
• Advises leadership on priorities, capacity, risks, and issues.
• Ensures accurate reporting on project performance, schedules, risks, and readiness.
• Establishes governance with clear sponsorship, roles, and escalation paths.
• Coordinates PMO activities with city processes including governance, procurement, cybersecurity, and budgeting.
• Develops short- and long-term PMO strategies and fosters cross-department relationships.
• Performs other related duties as assigned.
