Job summary

Qualifications

  • Experience with data visualization and facilitation tools preferred.
  • Certifications in organizational development or strategic planning are a plus.

Responsibilities

  • Review organizational documents and materials from RCF leadership.
  • Conduct interviews and focus groups with leadership, staff, board, and stakeholders.
  • Facilitate strategic planning sessions and build consensus on mission, vision, values, priorities, and goals.
  • Develop organizational priorities, goals, and objectives informed by current strengths, challenges, opportunities, and risks.
  • Assess structure, leadership capacity, internal systems, and operations; recommend development priorities.
  • Create an implementation roadmap with timelines, responsible parties, and indicators.
  • Develop a performance measurement framework with KPIs and evaluation methods.
  • Build accountability structures such as action plans and responsibility matrices.
  • Address planning questions across sustainability, housing, workforce, technology, partnerships, infrastructure, and implementation.

Strategic Planning and Organizational Development Consultant Wanted!

  • Compensation: Allocated funds up to $20,000 (negotiable)

Summary

The Strategic Planning and Organizational Development Consultant will lead a structured, participatory process encompassing organizational assessment, strategic planning, capacity building, implementation planning, and organizational development, resulting in a clear, actionable, and measurable strategic direction for Rock Creek Foundation.

The ideal consultant brings demonstrated experience working with behavioral health and intellectual and developmental disability organizations and already understands the complexities of Medicaid-funded services, DDA and BHA systems, CARF accreditation, residential rehabilitation, workforce challenges, and community-based behavioral health. This prior sector knowledge is essential in allowing the consultant to focus on strategy and implementation.

This engagement is funded through the Montgomery County Nonprofit Security Planning Grant and is intended to position Rock Creek Foundation for long-term organizational sustainability, resilience, and strategic growth in response to a changing behavioral health, developmental disability, and nonprofit funding landscape.

Essential Duties and Responsibilities:

  • Review organizational documents and background materials provided by RCF leadership, covering programs, organizational structure, workforce, external environment, and current organizational landscape
  • Conduct interviews and facilitate focus groups with leadership, staff, board members, and key stakeholders
  • Facilitate strategic planning sessions and help build consensus around organizational mission, vision, values, priorities, and goals
  • Develop organizational priorities, goals, and objectives informed by RCF's current strengths, challenges, emerging opportunities, and risks
  • Conduct an organizational assessment of structure, leadership capacity, internal systems, and operations, and recommend organizational development and capacity-building priorities to support execution of the plan
  • Create an implementation roadmap with timelines, responsible parties, and measurable performance indicators
  • Develop a performance measurement framework including key performance indicators and evaluation methods for monitoring implementation
  • Build accountability structures such as action plans and responsibility matrices to ensure the plan drives action
  • Address key planning questions across organizational sustainability, financial sustainability, programs and services, housing, workforce, technology and innovation, community partnerships, organizational infrastructure, and implementation
  • Prepare the final strategic plan document and present recommendations to leadership and the Board of Directors

Experience and Qualifications:

  • Master's degree in Organizational Development, Nonprofit Management, Public Administration, Social Work, or a related field preferred
  • Minimum of five (5) years of experience in nonprofit strategic planning and organizational development, with demonstrated experience working with behavioral health and/or intellectual and developmental disability service organizations
  • Preferred experience working with CARF-accredited providers, Medicaid-funded nonprofit organizations, behavioral health providers, intellectual and developmental disability organizations, supportive housing or housing services, and government-funded human service organizations
  • Proficiency in Microsoft Office Suite required
  • Experience with data visualization, project management, and facilitation tools preferred
  • No specific licensure required; relevant certifications in organizational development, facilitation, or strategic planning are a plus

Other Qualifications:

  • Must be able to work independently and collaboratively with diverse stakeholder groups at all levels of the organization
  • Must demonstrate strong facilitation, written communication, and presentation skills
  • Must have high ethical and professional standards and maintain confidentiality throughout the engagement
  • Must have a strong desire to deliver a strategic plan that the organisation actually implements, not just produces
  • Must be able to meet project timelines as agreed with organizational leadership
  • Work is performed across multiple settings, including in-person meetings at RCF locations, virtual facilitation sessions, and independent remote work
  • Flexibility in scheduling is required to accommodate leadership, staff, board, and community stakeholder availability
  • This is a project-based engagement tied to the Montgomery County Nonprofit Security Planning (NSP) Grant timeline; the consultant must be responsive and available throughout the duration of the project
  • The estimated engagement period is three(3) months

Driving/Travel

  • Travel to RCF locations may be required
  • Must have access to a vehicle for business purposes and possess a valid driver's license with no more than three (3) points, and proof of current automobile insurance
