Job summary

Lane Transit District (LTD) is seeking a Planning Manager to lead the Planning Department and guide long-range planning, service planning, and mobility initiatives. You will supervise planning staff and coordinate with internal teams, partners, and stakeholders to advance district planning objectives and ensure regulatory compliance.

The role requires strong leadership, strategic thinking, and experience managing complex planning studies, consultant contracts, and stakeholder engagement.

Qualifications

• Minimum five (5) years of progressively responsible experience in transit planning, public sector planning, transportation consulting, project management, or related field.
• At least three (3) years of supervisory or management experience.
• Experience managing complex planning studies, consultant contracts, stakeholder engagement efforts, or related initiatives.
• Bachelor's degree in Urban Planning, Transportation Planning, Public Administration, Geography, Engineering, Business Administration, Regional Planning, or related field.

Responsibilities

• Provide leadership, coaching, performance management, employee development, and workforce planning for department staff.
• Establish priorities, assign work, and allocate department resources to ensure successful execution of department work and priorities.
• Oversee service planning and scheduling activities, including operational analysis, bid planning, service implementation, and resource forecasting.
• Monitor department performance, workload, and implement strategies to improve organizational outcomes.
• Assist in development and oversight of the department's planning work program, ensuring alignment with priorities and regulatory requirements.
• Coordinate planning activities with internal departments, partner agencies, and stakeholders to resolve issues affecting projects.
• Oversee major planning studies, mobility initiatives, service development projects, and policy efforts with budgets and schedules.
• Support grant development activities, partnerships, and funding strategies that advance planning and mobility objectives.
• Oversee consultant contracts, budgets, and procurement compliance.
• Ensure compliance with federal, state, and local planning requirements (FTA, FHWA, ODOT, Title VI, etc.).
• Monitor legislative, regulatory, and policy developments affecting transit planning and mobility programs and advise leadership.
• Represent LTD in local, regional, state, and federal planning processes and coordinate with partner agencies.
• Prepare and present reports, analyses, recommendations, and planning documents for leadership and the Board.
