Identifying manpower and financial relations among the overall mission and its programs.
Researching manpower issues, preparing papers/reports, organizing and delivering briefings to teams or managers.
Applying analytical methods such as cost analyses and manpower planning.

Responsibilities

Serve as the Manpower Advisor to the Resource Management Officer, the Commander and other top management officials.
Assist in developing and submitting the Corps of Engineers Manpower Requirements System (CEMRS) data for annual manpower allocation.
Validate CEMRS submissions through knowledge of manpower programs and complex analyses.
Coordinate development of yearly manpower programs determining total requirements.
Ensure authorizations are not exceeded for Civil Full Time Equivalents (FTE) and civil reimbursable.
Enhance automated systems to produce statistical report information on manpower utilization and requirements.
Conduct studies on organizational structures and functions for reorganizations and realignments.
