Job summary

The City of Columbus’ Department of Technology seeks a Systems Acquisitions Manager to lead the acquisition of information technology solutions and services. You will guide departments through procurement consultation, market research, RFx development, solution evaluation, and contract review.

You will lead a team to ensure cybersecurity alignment, establish standard processes, and deliver timely, transparent decisions that balance risk, cost, and business needs.

Qualifications

• Bachelor’s degree required; five (5) years of experience managing information technology accounts including business systems analysis, cost analysis, contract preparation, and hardware/software procurement.
• Substitutions: additional experience may substitute for education on a year-for-year basis. A master’s degree may substitute for one year of required experience.

Responsibilities

• Plans and executes the acquisition of large and complex information technology solutions involving multiple variables, systems, vendors, and departments.
• Oversees and coordinates the creation and execution of service-level agreements between the Department of Technology and City departments.
• Develops and promulgates boilerplate IT terms and conditions, solicitation language, City Code revisions, and policies for use by City departments and purchasing offices.
• Supervises Information Technology Account Managers, including performance evaluations, leave approvals, and disciplinary actions.
• Collaborates with department representatives to understand needs and technical requirements for departmental business and strategic plans.
• Analyzes technical requests and reviews contemporary technology for compatibility with City systems and equipment.
• Establishes acceptance milestones, holdbacks, testing, and final acceptance criteria.
• Prepares and reviews SLAs for accuracy and adherence to budget and department objectives.
• Provides price proposals and hardware/software specs for SLAs; assists in budgeting, bidding, and procurements.
• Coordinates with technical specialists to adapt systems to departmental requirements; identifies problems and recommends solutions.
• Coordinates testing and implementation of departmental technical systems with staff and consultants.
• Develops IT requests for development and maintenance enhancements with proper documentation.
• Provides routine status reporting to senior leadership on current and proposed IT initiatives.
• Advises senior leadership on IT matters across customer accounts.
