Job summary

The City of Cedar Rapids seeks a Strategic Initiatives and Program Manager to lead high-priority, cross-functional initiatives that strengthen organizational performance, improve communication, and advance strategic priorities across Economic Development and Development Services.

Qualifications

• Bachelor’s degree in public administration, business administration, or a closely related field.
• 3–5 years of experience managing complex projects, budgets, or data-driven systems in municipal/public sector.
• Equivalent combination of education and experience allowed.
• Excellent written, verbal, and interpersonal communication skills.
• Proficiency with Microsoft Office.

Responsibilities

• Design and evaluate cross-department workflows to streamline communication.
• Improve internal data management and information sharing.
• Design, collect, analyze, and report surveys to measure program effectiveness.
• Oversee projects and programs to ensure on-time, in-scope delivery.
• Coordinate invoices, payments, and budget tracking.
• Prepare materials for City Council, boards, and commissions.
• Draft high-level correspondence and reports for leadership.
• Manage priorities and deadlines across departments.
