Job summary

Bluehawk, LLC. seeks a HUMINT Policy Analyst (Mid) to lead strategic policy development and governance within DoD/IC. You will analyze complex HUMINT issues, draft guiding documents, and brief senior leaders.

Ideal candidates have 8+ years in HUMINT/OMT, 5+ years in strategic IC roles, and a track record of turning operations into policy. Expect collaboration across commands, stakeholder groups, and executive briefs in a fast-paced environment.

Qualifications

• Active TS/SCI clearance is required.
• Bachelor's degree from an accredited institution.
• Graduate of a U.S. Government HUMINT Certification Course.
• Minimum 8 years' HUMINT/OMT staff experience and 5 years in strategic MI/IC roles.
• Strong policy development, analysis, and governance experience.
• Proficiency with Microsoft 365 applications and ICDs.

Responsibilities

• Support development, review, revision, and implementation of HUMINT policies and guidance.
• Research, analyze, and draft HUMINT policy documents and governance products.
• Ensure alignment with DoD, Army, and IC requirements.
• Review existing policies for effectiveness, relevance, and compliance.
• Coordinate with services, commands, IC groups to gather input and build consensus.
• Prepare briefings, policy papers, executive summaries, and senior-leader reports.
• Translate operational HUMINT experience into practical policy solutions.
• Incorporate lessons learned, training needs, doctrine, and best practices into policy.
