Job summary

The Defense Information Systems Agency at Fort Meade, Maryland; Ogden, Utah, seeks a Labor and Employee Relations specialist to advise on complex HR issues and develop civilian personnel programs.

You will research applicable laws and policies, draft disciplinary actions, and provide advisory services to managers and employees on sensitive labor relations matters, ensuring compliance with Title 5/Title 10 and related regulations.

Qualifications

• Specialized Experience at the GS-12 is defined as providing guidance and support to senior management on human resources programs: employee and labor relations, policy Title 5 or Title 10, recruitment and staffing, workforce development, or classification.
• Specialized Experience at the GS-13 is defined as implementing and evaluating civilian personnel policies and programs; advising senior management with HR issues, HR laws and regulations (Title 5 and Title 10), and performance management.

Responsibilities

• Advises on, devises and recommends solutions to Labor and Employee Relations complex issues.
• Researches applicable laws, regulations, and policies to draft disciplinary and adverse actions with management to address Labor and Employee Relations issues.
• Plans and develops required civilian personnel management programs related to employee and labor relations.
• Reviews and interprets current legislation, new or revised legislation, Federal Register publications, DOD, OPM, MSPB, EEOC issuances to determine impact on Agency programs.
• Provides advisory services to managers, supervisors, and employees on immediate problems, which involve serious and sensitive issues related to employee discipline, grievances, appeals, complaints, employee/supervisory relationships etc.
