Job summary

Qualifications

• Bachelor's degree or 3+ years HR experience with strong analytics and communication.
• Knowledge of HR principles, policies, and regulations, with ability to apply them.
• Experience applying federal HR regulations (Title 5, 38 U.S.C.) in HR operations.
• Strong collaboration across HR teams and with leadership.
• Proficient Microsoft Office (Outlook, Word, Excel, PowerPoint).

Responsibilities

• Advise managers and staff on performance management policies and best practices.
• Deliver individual and group training as needed.
• Interpret policies from OPM, WMC, and VA performance standards.
• Collaborate with WMC to maintain performance standards across VCS locations.
• Monitor annual performance plans, mid-year reviews, and year-end appraisals.
• Close out performance plans and summarize ratings per policy.
• Review appraisals for accuracy and policy compliance.
• Coordinate on performance award budgets and payouts.
• Prepare reports to support award processing and decision-making.
• Guide managers on addressing performance concerns and processing unsatisfactory actions.
• Analyze performance data to identify trends and drive process improvements.
