Job summary

The City of Hampton is seeking a strategic and collaborative Human Resources Manager to join our HR leadership team. You will serve as a trusted advisor to City leaders, guiding employee relations, performance management, and workforce planning in a dynamic, public-sector environment.

You will lead labor relations activities, ensure employment law compliance, and develop HR policies and programs to strengthen organizational effectiveness while supervising HR staff and supporting budget planning.

Qualifications

• Bachelor's degree in Human Resources, Public or Business Administration, the Social Sciences or related field.
• Minimum of three years of experience in human resources in recruitment, employee relations, policy interpretation, legal compliance, EEO.
• Criminal background check required prior to offer.
• Exempt position.

Responsibilities

• Advise City leaders on employee relations, performance management, and workforce planning.
• Assist with labor relations, including contract administration and collective bargaining support.
• Provide guidance on HR policies, procedures, and employment law compliance.
• Lead employee relations investigations, grievance administration, and performance coaching.
• Monitor regulatory changes and update HR policies accordingly.
• Supervise and develop HR staff to maintain a high-performing team.
• Support HR strategic initiatives, departmental priorities, and budget planning.
• Design and deliver training on leadership, employee relations, compliance, and HR topics.
