Job summary

City of Chesapeake is seeking a Human Resources Deputy Director to provide strategic and operational support to the Human Resources Director while helping drive daily HR service delivery. This onsite role is based in Chesapeake, VA and offers a salary range of USD 101,000 - 150,000 per year.

Qualifications

  • Bachelor’s degree from an accredited college or university in human resources, public administration, or a closely related field.
  • Minimum of five (5) years of related, full-time equivalent HR experience.
  • Valid driver’s license and driving record in compliance with City Driving Standards.
  • Employees may be expected to work hours in excess of normally scheduled time to meet short-term department needs and/or City-wide emergencies.

Responsibilities

  • Provide strategic leadership and direct supervision to HR staff, including training, guidance, direction, evaluation, and constructive feedback.
  • Develop, revise, and interpret HR policies and procedures; respond to inquiries related to HR programs and City policies.
  • Support the HR Director in managing daily HR department operations and implementing policies, long-range plans, and organizational priorities.
  • Provide guidance on resolution of HR issues and departmental concerns; advise City executives on strategies for effective problem-solving.
  • Oversee assigned functional areas such as benefits, learning and development, employee relations/EEO, ADA/absence management, classification and compensation, HRIS, or talent acquisition.
  • Manage special assignments and complex HR projects delegated by the Director.
  • Lead or participate in staff meetings, City-wide workgroups, and professional development sessions.
  • Ensure compliance with regulatory requirements, timelines, HR standards, and City policy.
  • Work within broad organizational policy and guidelines to plan, implement, and assess HR initiatives; supervise assigned staff; resolve complex personnel issues; and ensure regulatory compliance across HR functions.
  • Advise City executives on HR strategies, guiding problem-solving efforts while upholding the City’s mission and CARES values.

Preferred Qualifications
  • Significant experience working within the public sector.
  • Experience overseeing multiple HR functional areas in a large, complex organization.
  • Project management experience and familiarity with HR enterprise systems.
  • Experience in labor relations/collective bargaining.
  • PHR, SPHR, SHRM-CP, SHRM-SCP, and/or PSHR-CP certifications (or similar) listed as applicable.
  • CCP, CEBS, CBP, CERP, or CLRP certification is a plus.
Technology & Work Environment

You will work with common office tools including HRIS, computer, printer/copier, keyboard, mouse, and phone. The primary work location is an office environment, with occasional seasonal dirt and dust and occasional time pressures (up to 1/3 of the time).
