Job summary

Stafford County’s Human Resources leadership role focuses on advancing professional development and supervising employee relations programs. The position reports to the Director of Human Resources and leads two HR staff.

The ideal candidate designs learning and development programs, partners with executives, and aligns HR strategy with County goals, fostering workforce development across the organization.

Qualifications

• Bachelor’s degree in HR or related field required.
• 5–7 years HR experience with at least 2 years in management/leadership.
• PHR/SPHR/SHRM-CP/SHRM-SCP or IPMA-HR credential preferred.

Responsibilities

• Provide leadership for countywide HR programs including employee relations, performance management, and professional development.
• Oversee talent management system administration, including LMS functions.
• Collaborate with HR Leadership Team to set strategies and development plans.
• Conduct needs assessments and set education and development priorities.
• Design and evaluate professional development opportunities across the County.
• Support policy implementation and legal compliance (FLSA, ADA, COBRA, EEO, Civil Rights Act, FMLA).
