Job summary

White Mountain Apache Behavioral Health Services, Inc. (ABHS) is seeking an experienced Human Resources Director to provide executive-level leadership of all HR functions within a tribal behavioral health organization.

The role reports to the COO and CEO, guiding workforce planning, recruitment, compensation, benefits, performance management, and policy development to support ABHS's mission and long-term goals. Strong knowledge of tribal and federal employment requirements is preferred.

Qualifications

• Bachelor's degree in HR management, business administration, organizational leadership, public administration, or related field.
• Minimum 7 years of HR experience, including at least 3 years in leadership or supervisory roles.
• Experience across HR disciplines: employee relations, recruitment and retention, compensation, benefits, performance management, workforce planning, policy, and compliance.
• Experience advising executive leadership on complex workforce matters.
• Knowledge of tribal and federal employment requirements, including Indian Preference.

Responsibilities

• Provide strategic leadership for all HR functions including workforce planning, recruitment, compensation, benefits, employee relations, performance management, training, HRIS, and policy administration.
• Serve as advisor to executive leadership on workforce matters and HR risks.
• Develop and implement short- and long-term HR strategies aligned with ABHS's mission and needs.
• Lead workforce planning, recruitment challenges, and critical position needs.
• Oversee HR policies, compliance, and administration; ensure consistent practice.
