Job summary

South Carolina Department of Transportation is seeking a Network Reduction Manager to lead the Highway Devolution Program, guiding transfers of eligible non‑essential state highway routes to local governments and other qualified entities.

The role coordinates with Engineering, Planning and Finance to identify non‑essential routes, maintains the inventory, and liaises with local governments to accelerate network reduction while developing incentive programs to encourage ownership transfer.

Qualifications

• Bachelor's degree is required.
• Minimum five years of relevant program management experience.

Responsibilities

• Administers the Highway Devolution Program to reduce the State Highway System by transferring routes.
• Manages Non-Essential Highway Inventory and coordinates with Engineering, Planning, and Finance.
• Acts as liaison to local governments and other eligible entities for network reduction discussions.
• Assesses non-essential highway inventory for reduction opportunities and presents them to stakeholders.
• Develops and administers incentive programs to encourage transfer of ownership of non-essential highways.
• Performs related duties as assigned.
