The South Carolina Department of Transportation is seeking a Network Reduction Manager to lead the Highway Devolution Program. This role supports the department's strategic objective of reducing the size of the State Highway System by transferring eligible non‑essential routes to local governments and other qualified entities.

You will develop collaborative relationships with stakeholders, coordinate devolution activities from evaluation through execution, manage the Non‑Essential Highway

Qualifications

• Bachelor's degree and 5 years of program management experience.
• Ability to coordinate with multiple departments and stakeholders.
• willingness to work outside normal hours and travel as needed.

Responsibilities

• Manages Non-Essential Highway Inventory and updates classifications.
• Liaison to Local Governments for devolution processes and expedites transfers.
• Market Network Reduction: assesses candidates and presents opportunities.
• Develops and administers incentive programs to encourage ownership transfers.
